Rep. Brad Sherman (D-CA) said on the House floor that members of the House were told in private that if they didn't vote for the bailout bill, martial law would have to be imposed.

I don't have a clue. But I know this, to quote Abbie, the first duty of a good revolutionary is to not get caught. Following her- or Big Al's- advice is a good way to get busted, declared a Terrorist, and iced. Maybe permanently.
I will beg your indulgence and end this with another perhaps trite but effective piece of advice: Keep your actions local, your perspective global, and remember Big Brother is watching, even if he is a bit preoccupied with the bank these days.
